Cochrane council to give readings to land use bylaws, make decision on ATF application

The Town is expected to give second and third readings to land use bylaws in Greystone and Willows West as well as come to a resolution on whether to apply for Infrastructure Canada's Active Transportation Fund before the March 31 deadline

The Town is expected to give second and third readings to land use bylaws in the communities of Greystone and Willows West and make a resolution on an Active Transportation Fund (ATF) application in an upcoming March 28 council meeting.

The Willows West amendment proposes minor changes to facilitate the remaining residential development within the community and to bring the land use into compliance with the Willows Neighbourhood Plan.

In Greystone, the land use amendment is intended to facilitate commercial development in alignment with the Greystone Area C Neighbourhood Plan. 

A public hearing will take place that same day as part of the land use amendments.

Council will also make a decision on whether to approve the submission of an application to Infrastructure Canada's ATF program. The Town would contribute to identified capital projects including the pavement of a section of Glenbow Park pathways, a pavement connection between Cochrane Ranche and the tri-schools site and the creation of wayfinding signage, maps and multimodal paint markers throughout the town's pathway network. 

Funding for the contribution would be allocated from the Municipal Sustainability Initiatives (MSI) fund. If selected for the funding through the ATF program, the Town would cover 40 per cent, or $513,305 of the total capital projects cost of $1,283,263. 

Administration recommends approval of up to $550,000 from MSI and the deadline to apply for the ATF program is March 31.

The program also includes a planning and design project stream of which Administration plans to submit an application to create a new Multimodal Traffic Bylaw that updates a Town Traffic Bylaw and Bicycle Control Bylaw.

The expectation would be for the policy update to establish best practices and standards for Cochrane's connectivity infrastructure and to help guide improvement and expansion of the pathway network.
