GRASP appeal too late for Cochrane

The Municipal Government Board (MGB) did not grant the Town of Cochrane’s appeal to the recently-approved Glenbow Ranch Area Structure Plan (GRASP) on the basis that the appeal was filed late.

According to Stacey Loe, manager of legislative services for the town, “determined that as a result of Cochrane’s submission not being filed within the prescribed time, they did not have authority or jurisdiction, therefore our appeal is not valid.”

She said that the town “does look forward to the MGB’s official decision on our standing as an affected party in the City of Calgary’s appeal and continue to be committed to the mutually agreed-upon mediation with Rocky View County, tentatively scheduled for this coming December.”

According to county division 9 Coun. Bruce Kendall, the county will allow for Cochrane to provide input with respect to transportation.

The GRASP paves the way for roughly 16,000 people - including some higher-density in the centre of the plan – between Cochrane’s eastern borders and Calgary.

Mayor Ivan Brooker has maintained that the development will put too many pressures on Cochrane’s infrastructure, including roads.

The deadline to file the appeal to the GRASP was Aug. 24. The Town of Cochrane filed their appeal Aug. 25.
