A new trails master plan aims to convert 14 winter-only trails over time to permit year-round use.

One thing that’s clear is the task is an arduous one. The numerous issues involved are so convoluted and complicated as to make designing a coherent (and fair) approval process.

The Neighbourhood scheme should set new density requirements for the growing development.
